The Ex. Supreme Court Chief Justice Iftekhar Mohammad Chaudhary was brought on March 9 to military headquarters and harangued by the President Gen. Pervez Musharraf and other senior officers to resign.
According to accounts by those present at the meeting, Kayani was the only officer in the room who said absolutely nothing and did not submit an affidavit against him. He sat silently through the entire meeting. At that time he was holding the position of DG ISI.
After, 10 months later, on 13th February 2008, it was made public that General Kayani ordered the withdrawal of military officers from all of Pakistan's government civil departments. It has had welcomed by all kinds of people, who had been long demanded that the military distance itself from politics.
According to the reports, army officers would be withdrawn from 23 wide-ranging civil departments, including the National Highway Authority, National Accountability Bureau, Ministry of Education, and Water and Power Development Authority. A comment from Major General Athar Abbas who is a spokesman for the Pakistan Army mentioned in an interview on the same day that General Kayani's decision to recall military officers from civil departments was taken the previous week and that the process would take between 2 to 6 months to complete.
General Ashfaq Pervez Kayani 55, is the 14th chief of Pakistan's army. In October 2007, he was promoted as a full General, and made the Vice Chief of Army Staff. He took over as the new army chief after Musharraf's retirement on November 28,2007.
The ceremony was held at the sports stadium near Army Headquarters, in bright sunshine and with the world's eyes watching his every move. A few days ago the President Pervez Musharraf handed the baton of command of the nuclear-armed military to him, in a colourful ceremony on a parade ground at the General Headquarters. President Musharraf paid rich tribute to him in a speech:"I know his professional acumen. He is an excellent soldier."
Kayani's clan is one of the most powerful area of Punjab. The harsh and arid region of Jhelum is famed throughout the subcontinent for only one product-soldiers. So in many ways Gen Kayani was born to the job. He was born on April 1952, at Gujar Khan, a tehsil in which has parts in the district of Rawalpindi and District Jhelum.
He belongs to a famous martial tribe called Gakhars and grew up in a working-class family as the son of a junior army officer. He is described as a soft-spoken intellectual who is apolitical, pro-western, and disciplined. A chain smoker as well as a keen golfer, he is currently president of the Pakistan Golf Association.
He initially studied at the local cadet college in Jhelum, and was subsequently accepted at the army's military academy in the northern town of Kakul. He was commissioned from Paksitan Military Academy, in Baloch Regiment in 1971. The General is graduate of Fort Benning (USA), Command and Staff College Quetta, Command and General Staff College Fort Leavenworth (USA), Asia Pacific Center for Security Studies, Hawaii (USA), and National Defence College Islamabad. His rise through the ranks of the Pakistani military has been rapid and extraordinary.
No ISI chief has ever been appointed commander of Pakistan's army. He is the first officer in the history of Pakistan who held the position of DG ISI and then went on to become the COAS. Kiyani has all the pluses of today, which would become a great challe, sharp and mature professional, who has always been respected in the military circles and generally reputed as a competent.
Ashfaq Kayani, took over as commander 10 Corps in 2003 and was asked to head the joint investigations of the suicide attacks on President Musharraf. Later, as DG ISI, Kayani, who has also served as Deputy Military Secretary to Benazir Bhutto during her first term as premier, spearheaded the talks between Musharraf and Ms Bhutto. Security officials, analysts and friends described Kayani as quiet and easy to get along with.
They said:"He is a very good listener-speaks less, thinks more. He processes information. You see him in 'receive' mode". The General possesses wide-ranging experience in Command, Instructional and staff appointments. He has commanded an infantry Battalion, Infantry Brigade, Infantry Division and a Corps. He has been on the faculty of School of Infantry and Tactics Quetta, Officer Training School Mangla, Command and Staff College Quetta and National Defence College Islamabad.
Besides being Chief of Staff Corps, the General has also held the coveted appointment of Director General Military operations. He has served as Director General Inter Services Intelligence.
He has been awarded Hilal-i-Imtiaz and Hilal-i-Imtiaz (Military) for his meritorious services. Imbued with the qualities of head and heart, the General is perceived to be a purposeful and pragmatic Commander and embodiment of professionalism. He is respected in the army as a professional soldier.
"All eyes are on Kayani," said Hassan Abbas, an analyst with the John F Kennedy School of Government at Harvard University. Hassan Abbas suggested that under Kayani, the Pakistani army would remain influential but retreat from the political scene.
Former general turned political analyst Talat Masood said that Kayani was a "professional soldier and highly regarded", and that leadership of the country's military "is passing into the right hands". He is, however, a man who keeps his own counsel, and reveals little. A Western military official noted his ability to maintain a poker face even in times of tension.
In Kayani, Western military officials see a competent soldier who has little desire to involve himself in affairs of state. He is stepping in during a difficult period of Pakistan's history. While being known as someone not interested in being involved in politics,
